What Is the National Electronic Licensing System in Mauritius?

The National Electronic Licensing System — known as NELS — is Mauritius's centralised online platform for processing all business-related licences and permits. Spearheaded by the Economic Development Board (EDB) and mandated by the Ministry of Finance and Economic Development, NELS was designed as a single point of entry for the application, payment, processing, and determination of business permits in Mauritius.

For foreign nationals, NELS is the platform through which all EDB Occupation Permit applications in Mauritius must now be submitted — whether you are applying as an Investor, a Professional, or a Self-Employed individual. There is no paper application. There is no walk-in process. NELS is the only route.

What Changed for NELS and Occupation Permits in Mauritius in 2026

Several significant changes were introduced to the EDB Occupation Permit framework and the NELS platform between late 2025 and early 2026. If you are applying now, these updates apply to you directly.

USD 50 Application Fee — Effective December 2025

As of 1 December 2025, a non-refundable application fee of USD 50 applies to all Occupation Permit and Residence Permit applications submitted through NELS in Mauritius. This fee is charged at the point of submission — before any review takes place. If your application is unsuccessful, the fee is not returned. This makes thorough preparation before you submit more important than ever.

Electronic Work Permits — Issued Via NELS From September 2025

From 1 September 2025, Work Permits in Mauritius are issued electronically through the NELS platform. Employers receive an email notification and download the permit directly from their NELS dashboard under the "Permit" tab. Electronic permits are digitally signed and carry a QR code for verification. Paper-based permits are no longer issued for Work Permits — employers managing foreign workers should ensure they are registered and active on NELS.

How to Apply for an Occupation Permit in Mauritius Through NELS

The entire EDB Occupation Permit application in Mauritius is handled online through NELS at business.edbmauritius.org. Here is the full process from start to permit in hand.

Create Your NELS Account

Go to business.edbmauritius.org and register for a personal account on the National Electronic Licensing System in Mauritius. This account will be your portal for the entire application — from initial submission through to receiving your permit. Use a personal email address you check regularly, as all notifications, requests for additional information, and your Approval in Principle will be sent here.

Prepare Your Document Checklist

All documents must be ready before you submit. The NELS platform requires a complete Occupation Permit Mauritius checklist to be uploaded at the point of submission — incomplete applications will be sent back. Essential documents include:

  • Biodata page of your passport
  • Recent passport-sized digital photographs
  • Birth certificate
  • Business plan (Investor and Self-Employed applicants)
  • Proof of funds / certified bank statement from country of origin

Submit Your Application and Pay the Fee

Complete the NELS application form, upload all documents from your checklist, and pay the USD 50 non-refundable application fee via credit card or bank draft. Upon successful submission, you will receive an automatic acknowledgement email confirming your application is in the system. The EDB Occupation Permit Unit (OPU) and the Passport and Immigration Office (PIO) will then begin their review.

Receive Your Approval in Principle

If your application is complete and meets the EDB criteria, an Approval in Principle (AIP) is typically issued within 15 to 20 working days. The AIP is issued through your NELS account. It is not the permit itself — it is confirmation that you qualify and that the permit will be issued once you complete the in-person stage. Once you receive your AIP, you have 90 days to travel to Mauritius on a business visa and complete the next steps.

Complete Medical Tests and Upload Results

Three medical tests must be completed in Mauritius: Hepatitis B Surface Antigen, HIV, and Chest X-ray. These can be done at any registered private clinic or laboratory. Remaining tests may be completed in your home country before travelling. All results must be less than six months old. Once your medical certificate is ready, upload it to your NELS account — the EDB will then schedule your appointment.

Attend Your EDB Appointment — Permit Issued

Attend your appointment at the EDB office in Port Louis (typically Sterling House) with all original documents. Both the EDB and the Passport and Immigration Office (PIO) will verify your documents in person. Upon successful verification, the PIO issues your Occupation Permit Mauritius on the same day. Your permit is also available to download digitally through your NELS dashboard.

Applicants who rely on information from older guides or blog posts risk submitting a contract of employment with a salary below the current minimum — which results in an automatic rejection.

Letting the 90-day AIP window lapse

Once your Approval in Principle is issued through NELS, you have 90 days to travel to Mauritius and complete the in-person stage. Missing this window means your AIP expires and you must start the process again — including paying the USD 50 fee a second time.

Missing original documents at the EDB appointment

On your appointment day at the EDB office, you must present every original document that was uploaded during your NELS application. If even one original is missing, you will be sent away and your appointment rescheduled — extending your waiting period significantly. There are no exceptions.
